Regulatory Plan to modernize Canada’s broadcasting system

This plan explains how the CRTC will work with Canadians to modernize Canada’s broadcasting system. Modernization will take place in three phases.

The CRTC will adapt its approach in light of any future policy direction.

April 27: Online Streaming Act (Bill C-11) receives Royal Assent.
May 8: CRTC publishes its Regulatory Plan.
May 12: CRTC publishes an Information Bulletin.
Public consultations(in progress)
Consultation on contributions to the Canadian broadcasting system: This consultation will consider who should contribute, how much and how.
Status: Open for comments.
Consultation on registration of online streaming services: This consultation will consider which online streaming services will need to be registered with the CRTC.
Status: Open for comments.
Consultation on exemption orders and basic conditions of service: This consultation will consider changes to orders under which online services have operated in Canada.
Status: Open for comments.
There may be additional consultations, including on establishing a new fund to provide financial support for participation in CRTC proceedings by persons and groups representing the public interest.

Divulge $208M Fed Payment

A Crown bank, Export Development Canada, yesterday disclosed it paid a consultant more than $208 million to manage a pandemic loan program. Legislators at the time were not told of payments to Accenture PLC that run to 2024.

“Accenture has received $208,087,624.97 in contracts to administer the Canada Emergency Business Account including $71 million that Accenture will receive under the current contracts set to expire in January and February of 2024,” Export Development Canada wrote in a Senate tabling.

“Export Development Canada, a financial Crown corporation governed by a board of directors operating at arm’s length from the Government of Canada, made the full decision to contract and negotiate the contracts with Accenture related to the administration of the program,” it said. “Accenture provided staff augmentation and technology services not consultant advice.” The figures were disclosed at the request of Senator Yonah Martin (B.C.), Deputy Opposition Leader.

Privacy Chief OKs Mandates

Privacy Commissioner Philippe Dufresne has dismissed all complaints over federal vaccine and quarantine mandates. Pandemic measures enforced by cabinet were necessary and justifiable under the Privacy Act, he said.

“The urgency of limiting the spread of the virus was understandably a significant challenge for government and public health authorities,” wrote Dufresne. “The Covid-19 crisis was a rapidly evolving situation that required swift and effective responses to address extraordinary public health needs.”

The Commissioner issued seven separate reports in response to complaints against Covid measures. No complaints were upheld. “Our investigation considered whether all aspects of the policy were necessary and proportional,” wrote Dufresne.

Glasgow Low Emission Zone Bans Older Cars From City Centre – and Penalties Are HUGE

Enforcement of Scotland’s first Low Emission Zone (LEZ) begins tomorrow and will see drivers of older vehicles entering the forbidden zone with huge fines that double with each subsequent breach. The Mail has more.

The scheme is far stricter than London’s Ultra Low Emission Zone (ULEZ) and Birmingham’s Clean Air Zone (CAZ), both of which have daily charges for drivers who enter in non-compliant vehicles.

Instead, the first Scottish LEZ introduced in Glasgow from Thursday is a blanket ban on older cars that’s operational 24 hours a day, 365 days a year – and with harsh punishments for those who fail to adhere to the restrictions.

A driver entering the LEZ in a non-compliant older car will be hit with a £60 penalty charge notice – and if they break the rules again, the PCN amount doubles each time.

Despite enforcement due to start in less than 24 hours, the city council is facing a late bid to have it delayed…

Glasgow is the first of Scotland’s four biggest cities to enforce the LEZ scheme.

Global airlines group to boost focus on non-CO2 emissions

Global airlines are setting up a task force to deal with non-carbon dioxide (CO2) emissions, stepping up efforts to tackle cloudy streaks formed by aircraft known as contrails, an environmental threat that until now has taken a backseat to carbon pollution in the response to global warming.

The move comes as the International Air Transport Association (IATA), representing some 300 major airlines, is preparing to discuss the warming effect of contrails for the first time at its annual meeting in Istanbul next week.

Alberta union boss says disinformation caused UCP to win

Alberta Federation of Labour President Gil McGowan said too many Albertans “have fallen down internet conspiracy rabbit holes.”

“It helps explain why the UCP [United Conservative Party] won,” said McGowan in a Tuesday tweet.
McGowan was commenting on a poll from Ekos Research which showed 88% of people were exposed to a high amount of disinformation voted UCP. The poll found one-tenth of those voted Alberta NDP, and 2% selected other.

It said 84% of those exposed to no disinformation voted NDP. Another 15% voted for the UCP, and 1% were other.

It is important to understand that these are two separate and unrelated legal instruments, but individually and combined constitute a major power grab and serious threat to national and individual sovereignty from the unelected and unaccountable WHO. Cover-up row over ministers’ WhatsApps Government is withholding messages to the Covid inquiry to protect Rishi Sunak and MPs, says Boris Johnson ally

The Government has been accused of a cover-up after it refused to hand over ministers’ full WhatsApps to the Covid inquiry.

Baroness Hallett, the chairman of the inquiry, had demanded that the Government provide Boris Johnson’s messages and those of a key aide by 4pm on Tuesday.

The Cabinet Office initially refused, saying it could not hand over irrelevant messages, before claiming just hours before the deadline it did not in fact have Mr Johnson’s WhatsApps.
