OpenAI chief Sam Altman spoke out Monday against immediate “heavy regulation” that could hamper the rapid development of artificial intelligence technology, but stressed the need for long-term institutional oversight.

Altman, whose company created the ChatGPT bot, last month told US lawmakers that governmental regulatory intervention was needed to face the risks of AI.

In remarks at Israel’s Tel Aviv University, Altman on Monday stressed that his call for oversight was not aimed at “the systems of today”.

“I think it would be a mistake to go put heavy regulation on the field right now or to try to slow down the incredible innovation,” he said.

While other countries are mulling where to put the brakes on AI development, Japan is going full steam ahead, with the government recently announcing that no data will be off-limits for AI.

In a recent meeting, Keiko Nagaoka, Japanese Minister of Education, Culture, Sports, Science, and Technology, confirmed that no law, including copyright law, will prevent AIs from accessing data in the country.

AIs will be allowed to use data for training, “regardless of whether it is for non-profit or commercial purposes, whether it is an act other than reproduction, or whether it is content obtained from illegal sites or otherwise,” said Nagaoka.

Results showed that participants conformed more to information given by an AI in counting tasks with a single correct answer (objective tasks). They conformed more to information given by a human in tasks based on attributing meaning to images (subjective tasks). The study was published in Acta Psychologica.

Social influence refers to processes by which individuals or groups affect the attitudes, beliefs and decisions of others. Forms of social influence involve conformity i.e., adjusting attitudes, beliefs and behaviors to align with social norms or norms of another, compliance i.e., accepting a direct request or demand from another group, obedience, and persuasion.

The European Union and United States said Wednesday they expect to draft a voluntary code of conduct on artificial intelligence “within weeks” with the hope that fellow democracies will sign on.

After talks with EU officials in Sweden, US Secretary of State Antony Blinken said that the Western partners felt the “fierce urgency” to act following the emergence of the technology, in which China has been a growing force.

The voluntary code “would be open to all like-minded countries,” Blinken told reporters.
