Cabinet in a briefing note says plans to introduce digital ID for Canadians in contact with federal agencies would be strictly optional. A program to have pensioners, Employment Insurance claimants and tax filers use digital identification has been under development for six years at a cost of more than $6.4 million.

“Digital credentials support a quicker, easier, safer, more secure and more cost effective way to access services digitally,” said the October 30 briefing note Digital Credentials Issue And Verify Request For Information. “The Government of Canada is dedicated to the security and privacy of Canadians and the service will be built with this in mind.”

Any “future solution that would allow the Government of Canada to offer the use of digital credentials on an optional basis” would be considered, it said. Digital identification would not be mandatory
