A new Housing Act will not specifically build more houses, officials acknowledged yesterday. Members of the Commons finance committee questioned the point of the legislation.

“You’re presumably putting gas in the car to drive it,” said Conservative MP Philip Lawrence (Northumberland-Peterborough South, Ont.). “You’re putting in a plan to build more houses. I am asking a very simple question for the taxpayers of Canada.”

“How many more houses will be built because of this?” asked MP Lawerence. “You have got to have some estimate. Why would you do this if you have no measurable outcome?”
